Cut a fabric strip 24-inches long and 3.5-inches wide. Also, cut your elastic 9” long

Fold one of the shorter edges of the fabric strip by 3/8- inch and hand press firmly to make it stay in place

Thread your needle with a matching thread 

Fold the fabric lengthwise. Draw a straight line, 3/8- inch from the edge to mark the seamline 

Sew the fabric strip shut, 3/8-inch away from the raw edge, using backstitch

Put a safety pin at the end of the tube and insert the pin into the tube
